I checked with a Master Gardener that is knowledgeable on the subject and here is her response....
"My pure guess would be Black Spot, a fungal disease. Can't be cured this year, but can be prevented next year with a good fungicide. Forget soap and soda! Very common, esp. when the leaves get wet. Mulch to prevent splashing and do a good cleanup this fall."

Thank you for the advice. I have sprayed it with Neem today before I got your reply. Will that do any good at this point?
