what is this weed and how do I kill it?

Hi - this is a very aggressive weed that keeps getting more and more out of control in my lollipop lilac tree. Do you know what it is? How do I get rid of it? Thank you.

The lollipop lilac is a dwarf Korean lilac grafted to a root stock/trunk that is not dwarf. We can't be sure by viewing the photos, but it's likely the root stock has developed shoots that are over growing the dwarf Korean portion of the plant. The following blog explains this in more detail.
