transplanting peony

I have a peony that just isn't doing well. It is only about a foot tall. Last year it got a bud but did barely opened. I think the roots are crowded by large trees nearby and it is facing south with lots of sun and not enough water - overhanging branches when it rains and human error. Is it ok to transplant now? When I do it does it like the root enhancer, fertilizer?
