Problem with dying pine trees

Our client brought in some pieces of his pine tree. He has about 80 of them on his property used as wind block and over 40 of the trees are affected. The needles are dying off and they have galls all over them. Some of the galls are so large they are snapping branches and even trunks. They seem to be choking off the trees. Do you know what can be causing this? Thanks in advance

It looks like a Scotch pine and I think it probably is pine-pine gall rust or Eastern gall rust. Fungicide applications have not been effective in controlling this rust.
