garden varmits

I have holes appering in my garden, about the size of a quater or half dollar, and I don"t know what:s making them.They are uprooting my young plants. I've tried mouse traps with various baits, smoke bombs, mouse & rat poison but nothing seems to slow them down. Any Ideas???

That size hole probably suggest voles. Here is a PNW publication with recommended management suggestions. You could try the exclusion method of installing 3/8 inch netted wire six inches above the surface and six inches below the surface around the plants to be protected.
