Magnolia Tree

We have an 8-9 foot magnolia tree that has been doing great until this spring. The tree budded out prior to the April snowstorm and had not leafed or flowered. The trunk has now been producing some signs of life on the lower trunk. What should we do to try and save the tree? Thanks!

Based upon what we can see in the photos, the tree appears to be beyond recovery and should be replaced.

If we decide to try a magnolia again, which magnolia has the best chance of survival in our climate zone, with sandy soil?
