Tree, what is wrong?

Almost all of the leaves on this tree have black spots, turning yellow, falling to the ground as if it is fall. there are 3 or 4 places with what looks like a mass of spider webs, thick, and leaves inside are dead. this started about 2 weeks ago. This also happened last year. We also do not know what type of tree this is. thank you for your help! Patrice

Mulberry trees commonly get leaf spots that cause some yellowing and leaf drop. The leaf spots are caused by a fungus and it is worse in very rainy seasons like we are having this year. There is no cure for it and no treatment is recommended.
