What is this red bug? Is it dangerous?

I found some tiny white dots in y mulch. next I had small red bug that do not seem to fly but have moved into my near-by evergreens (Cyprus?). Should I be concerned? And if so, what should I do?

The first photo is a fungus that often grows in mulch, particularly in wet weather. It's called birds nest fungus. Look here : https://extension.psu.edu/what-is-growing-in-my-landscape-mulch-mushrooms-slime-molds-and-fungus
