Japanese Lilac Tree

Any ideas on how I can revive this 7 year old Japanese Lilac tree? She hasn't been producing many leaves over the past two seasons. I live in North Branch and we have sandy soil, the tree is planted in a raise landscaped 4 foot wall with brick just on the back side of the tree, not on the front side of the tree. I have used fertilizer stakes in the fall. I'm looking for advice on how to save my tree. Thank you so much.

It is difficult to know what is going on with you tree based on your photos. Below is a link to information on diseases of Japanese Lilac. The link gives signs and symptoms of disease.
