Girded pine trees Are they Salvagable?

My community association in scientists cliffs put wire around the tree trunks and connected wire to ground stakes. it looks as though the wires have grown half inch into bark and these pines appear stressed and with poor condition. These trees are less than 500 feet from Bay. IT seems the damage is done.

Photos would be helpful of the entire trees and close-ups of the girdling.

It's possible that the trees can't recover, but with photos we may be able to be more accurate.
