Burying Tree Roots

Can tree roots be buried? We have mature pines, and a linden on a hill. Our manager built a wall at the bottom of the hill, back-filled and mulched the area, 1 foot or more up around the trunks.

Burying roots of mature trees by adding additional soil can cause serious injury to the tree.
