For seeds that require stratification, does the cold temp need to be directly before planting, or once stratified can it be stored on shelf until used?

Since the process of stratification prompts seeds to germinate they should be planted once they are stratified. As there is little information to support this we looked in one of our favorite books on seeds, 'The New Seed-Starters Handbook' by Nancy Bubel.
She mentions that if stratified seeds dry out there is a chance they will enter into a second dormancy and then the process would have to be repeated.
