Something is eating my rhubarb leaves. I’ve checked underneath them and don’t see any bugs. What might it be and how to I get rid of it?

There are a number of different pests that could be active here, such as flea beetles. However, I have checked with a couple of people and they agreed that as long as the damage is on the leaves and not the stalks, it would not be necessary to spray for it. The rhubarb will remain healthy despite the damage.
