Rain deluge recovery

Should I assume, in the absence of a soil test right now, that the ridiculous amount of rain that we received this past month makes it advisable to add lime to my veggie garden? The rains have done a number on my plantings (teeny weeny pea vines, for example) and I would like to be able to get some kind of successful harvest this year.
