Tree roots that rise above the surface

Should those roots be covered with more soil and grass? I heard that they should be left alone if they are not girdling. My condo association plans to cover these roots soon.

Roots on the surface are probably from maples. That is the normal way for them to grow. No, they should not be covered. That would be the perfect way to encourage stem girdling roots to eventually strangle the tree. ?The area should probably just be mulched.
