Cedar-Apple rust

We just noticed hundreds of large Orange spores on our juniper tree. Last year our apple tree, which is 20 feet from the juniper, had leaves that How to brown spots and turned yellow, dropping off early. We are desperate not to lose these trees. Please help. What can we do? Is there an antifungal we can add to the root system?

Fungicides may or may not be effective to control cedar-apple rust. Information in the following bulletins from reliable sources differ somewhat in this respect. Removing the juniper galls may help if that's possible.
