What are the tiny black bugs under my oakleaf hydrangea leaves? They are like tiny black dots and are reducing the leaves to lace!

We sent the attached photos but never got a response regarding them.

For some reason the photos just came through now. First, those do not appear to be hydrangeas - they look to be american cranberry bush viburnum. It's likely they are being fed upon by viburnum leaf beetles. Here is a link to an article with further information. http://hyg.ipm.illinois.edu/article.php?id=990
