Despite the mild winter I have experienced sever (winter kill?) on a Hydrangea paniculata, Flowering Almond, and even a Min. mockorange. All very established. Only new growth from bottom. Still had zone 5 shrubs and vines leaf out. Any ideas? Cut them back? Thank you in advance.

Wait for the plants to fully leaf out, then prune out any dead branches.

The severity of winter damage depends on many factors and can vary widely from plant to plant. While it is typical that hardy plants survive and less hardy ones do not, what you are seeing is not uncommon.
