Black spots, curling, dying leaves

Is this tar spot, or some kind of parasite?

This is foliar anthracnose. It is a fungal disease that is very active now on many shade trees including sycamore, oak, maple, ash, beech, and dogwood. We don't recommend treatments except for dogwood since most of the time the symptoms stop with warmer, drier weather.
