Part of this plant looks healthy, the other not so much. I believe this was cause by pruning last fall. Any corrective action I should take?

Carroll County Maryland spruce dead branches

Your spruce looks like it is dealing with some root issues. Some possibilities may be poor drainage; voles (look for silver dollar sized holes around the base of the shrubs. This is a type of meadow mouse that feeds on the roots of shrubs, trees, and herbaceous plants) http://extension.umd.edu/hgic/voles; mechanical root damage around the shrubs; excessive mulch; etc.
These shrubs grow best in full sun. Make sure the soil drains well and there are no downspouts dumping water in the area. Mulch should be no thicker than several several inches and away from the base of the trunks. All you can do is prune dead wood and monitor the health of the shrubs this growing season.
