I live in Annapolis MD
I’m looking for a climbing vine that will grow in our climate and either stay evergreen or come back every year. I have a new pergola with flower boxes and want to plant something that requires little maintenance.

Our native honeysuckle vine (Lonicera sempervirens) might be a good option for you. It needs full to partial sun. These are perennial and "semi-evergreen," meaning in some situations where it is warmer, they will remain green through the winter. This is a favored plant of hummingbirds. http://www.nativeplantcenter.net/plants/lonicera-sempervirens/
Clematis would be another choice to consider: http://www.missouribotanicalgarden.org/PlantFinder/PlantFinderProfileResults.aspx?gen=Clematis
Depending on the size of your pergola and planting boxes, another option would be grapevines. They are fast growers that will climb to cover a pergola in the summer. They need full sun and need to be cut back once each year.
