What is this vine?

Is this Bermuda? My lawn was totally renovated with mostly Tall Fescue, but I keep seeing these vine type weeds. I know Bermuda can grow this way but I thought that was a warm season grass. Can you identify it please? I gross in a vine, very long and, this one was about two feet but I caught it early. What is the best way to treat the lawn other than removing them by hand?

The radiating leaves look like "sticky weed" to me. Are they so rough that it sticks to your clothes/skin?

I also see what appears to be some Poa annua, or annual meadow grass, which will also be good to control early.
