What's wrong with these hostas?

These hostas are very strange this spring... we've not seen this before. The garden is in Brainerd. Are they just too thick? Or is this a disease? I haven't been able to match it to anything. Or are the roots growing up through the ground? Extra info: the previous owner had put down garden fabric and the fabric has started to disintegrate.

I don't know what might be wrong with the hosta. Is it because of the color that you are asking? You could try digging up the clump, cut it in half, pick out the dry material and replanting it. It may be that it is fine but just looks different this year due to weather conditions. Until it grows and gets some size to it there isn't any way to say if there is something wrong with it.
