Cutting back daffodils

We live in Owings Mills. Our daffodils have finished blooming. When can we cut them back?

The foliage should be left alone until it begins to yellow and wither. You can cut off the flower stalks but not the leaves. Bulbs need their leaves for photosynthesis and when removed the process stops and sufficient energy is not produced to form flowers.
If you cut back now, you may get no bloom next season.
