A possible blight on evergreens

Our juniper bushes growing over a brick retainer wall look unhealthy. Will they recover? The tips of the branches on our arbor vitae are turning white. What should we do?

Some of this is probably winter damage from the severe cold and temperature swings we experienced this past winter. Many plants are displaying damage this spring.

Prune out dead tips on the arbor vitae.
