Pine tree problem

What is happening to this tree? I think it's a Mugo Pine. every year more needles die off. Where it is green there are lots of new buds developing. It is South facing, but my neighbor across the street is seeing the same on his tree/

Thank you for sending the photo. Unless you have seen some type of caterpillar on the needles, which would chew on the needles, or the needles have tiny fruiting bodies on them, which could indicate the tree may be infected with a disease, it appears this is winter damage. The burlap wraps you've used does provide some protection, but damage may still appear. Screens are more effective because they allow more snow to pile up and you can add some pine boughs. (See website below.). Winter damage, while unsightly, will usually not cause the death of the tree. Trees/shrubs planted on the south or southwest side of a home are most susceptible to winter damage.
