Bark split and black spots

We have a young oak, planted for but 1 year or less. For about 1 1/2 feet from the ground the bark is split with what looks like a black fungus. The first thing I noticed was the leaves were more pale than the other trees the same age. Then I noticed the bark issue. Any diagnosis?

How, what, when do you water and type of lawn fertilizer.

We don't use lawn fertilizer. This is a newly built home. Home is 10 months old and landscaping was installed by the builders. We water weekly.

The bark is showing splitting symptoms and some discoloration because it's growing faster then the bark can expand.

Nothing to be concerned about.

However, watering weekly is way to much watering until the summer months.

Remove the staking kits and expose the trunk to there flare roots.
