The front of my property in Brown Twp. is one of the lowest spots in the area (based on elevation map given me by county engineer's office). With recent very wet conditions there is surface water accumulation. Do I have an obligation to try to drain the water?

My guess is that your obligation about drainage is to make sure that you drain in the appropriate way that follows storm water management and does not impact a waterway or watershed that may be protected. Brown Township is in or near the Darby Creek Watershed. What is the reason for the water accumulation? Is it heavier than normal rainfall or some other drainage abnormality that is manifesting that way. I would check with them on specific ordinances to see what your requirements are for your community and then if necessary follow up with Franklin County Soil and Water Conservation District as they are the resource for storm water management in our county.
