Vegetable Garden Rampage

My son and daughter in law moved into a new house last August which had a huge vegetable garden. By the time they had time to check out the garden it was completely taken over by a wide assortment of bugs - they were everywhere! What can we do this spring to prepare the garden given this disaster. Are there things we can do to destroy anything that may be lurking in the soil? Etc. Many thanks!

Not all insects are bad, some help us deal with the bad. Removal of spent plant material, tilling the soil and keeping weeds out will help. Most problem insects move into garden areas from weedy patches near by. here is a link to IPM methods
