Dog (urine) resistent plants

What evergreen shrub is least attractive to dogs. We presently have a small hedge along a sidewalk of Justin Brouwer boxwood which attracts dogs no matter how much garlic spray or red pepper (etc.) we use around the bushes. They have been decimated by dog urine in this dog friendly neighborhood. Any suggestions for a replacement shrub? Would soft-touch holly fair better? We would like to keep the height approximately 2' to 3' at the most, so a dwarf variety would be great.

There are no easy answers. We do not have research on plants resistant to dog urine. It is difficult to stop a dog when it wants to urinate. You may want to place signs at both ends of the walkway stating 'Please do not let your dog urinate on this hedge as it is killing it.'
