Hello. Is there any way to remove dried latex paint from a black 95% polyester / 5% elastante article of clothing?

I apologize for the delayed reply to your question. I was out of the office and just returned today.
Removing dried paint on a polyester fabric can be a challenge and generally one is not able to totally remove the paint.

Steps to Try:
1. Remove any abundance of dried paint on the garment. This can be done by covering the paint with a strong layer of tape and pulling quickly to remove thick exterior layers.
2. Working from back of fabric, flush stain with warm water. Mix a solution of one part liquid dish soap to one part warm water. Sponge the stain with the detergent solution...tamping and rubbing firmly. Rinse and repeat several times. If stain still remains proceed to step 3.
3. Test on the inside of a seam to make sure isopropyl alcohol(rubbing alcohol) does not fade/damage the garment fabric. If fabric is o.k. proceed.... Apply isopropyl alcohol to the stain and use your fingernail or a firm implement such as a butter knife to scrape at the stain to loosen paint (scrub brushes/old tooth brushes do not have the desired stiffness required to soften the surface of the paint). The alcohol basically is working as an emulsifier to break down the paint. Continue the process of scraping/loosening the paint until no longer visible. Immediately launder...otherwise the paint will dry again and you will need to repeat the process.
