Diseases on Peony

I have 2 peonies together in a planting bed. One is very deformed and the other doesn't look quite right. Others in different locations on the property are very healthy. I would like to know what this might be and whether I can put new plants in the same location. I have never seen this "blight" before and didn't find it on the internet.

This looks like herbicide damage, worse on the first photo. Herbicide could have been spread in your landscape, but could also have wafted over from a neighbor or farm.

The second photo's peony looks like it should outgrow it by next year. The first one not so.
