Otto Lukin brown leaves

Hi, I have previously had a scale issue with these plants but I don't see any scale now. I see new buds but many brown leaves - what is going on now? Thanks, Ruhl

This looks like normal winter damage after the winter we just had. You'll notice that many broad-leaved evergreen are showing some browning this spring. This will fall off and be replaced with new growth. You do not need to do anything with it. If branches are dead, you can prune them out, but be sure they are dead before pruning.

Insects (including scale) are not active in cold weather. Keep an eye on this shrub, however, as weather warms up, in case the scale returns.
