Thank you for your question, Suzy. Another Master Gardener notes: "There is no evidence of damage that is obvious, only these burrow holes. Gophers and moles may be ruled out due to the openings, but they may need to monitor the openings and search for additional nearby plant damage that could reveal chew/bite/gnaw marks that could help ID."
