Moving flowers and lavender

Hello, I wanted to move some lavender plants and an echinacea plant I have in my backyard to my front yard. Is there a good time to do this (in the winter?) without stressing them?

You can move them as long as the ground is not frozen, however it's not ideal so you might want to wait unless you can keep all of the root ball intact when you dig, so that the plants hardly notice they've moved.

Lavender need well drained soil. Be sure soil in the new location is not saturated.
