I have a tree outside my house that is getting too tall. When should the tree be pruned or cut? It is a flowering tree that have lovely pink flowers in April to June.

We would guess from your description that you may have a crabapple or an ornamental cherry tree, but seeing a photo of the leaves and blooms would help to identify it.
Trees can be thinned or pruned a bit, but we do not recommend 'topping' or trimming the main leader or top of the tree, which unnaturally stressful for the plant.
Why is it getting too tall?

Here is our pruning guide which offers more detailed information on how and when to prune: http://extension.umd.edu/sites/extension.umd.edu/files/_images/programs/hgic/Publications/HG84_Pruni...
