Pest identification

Hello - I have container flower plants on the balcony of my 14 floor apartment. Since mid summer, I’ve noticed the same type of pest in and around my potted plants. Please help in identifying.

This insect is recognized as a nuisance pest that often seeks to get indoors to escape the cold weather of winter. They do not bite, they do not feed on houseplants or clothing or foodstuffs in homes. They feed only on the sap of pine trees. They are consider to be an invasive insect species that has extended their range from the Pacific Northwest throughout Northern North America and Europe.
