pest eating peony

I live in central Oregon and something is eating around the leaves. Looks like little bites what could this be and how do I treat it?

Hi, The damage you are seeing on your peony, based upon your description and the host plant is most likely root weevil damage, although I could not say with certainty without seeing a photograph or sample of the damage. Might I suggest you visit our website(see below) that has some images of root weevil damage, which is quite distinct, the outside edges of the leaves are notched. The adults feed at night and we have seen a large increase in the root weevil population here the last 5 years or so. If after looking at our website you do not think the damage is consistent with this insect feel free to send me a photo to further assist you. Management of root weevil damage is not easy.
