When is the best time to trim bottom branches off of an oak tree

The best time to prune living tissue from trees is when they are dormant in the winter after the tree has been established in the landscape for more than two years. When planning to limb up a tree, be sure that you remove the branches just shy of the trunk collar using the three-cut method to avoid ripping the bark. To be safe, if you are doing the work yourself, prune only those branches that you can conveniently reach from the ground. If you must use a ladder, make sure that you have assistance to steady the ladder, manage tools, lower branches to the ground, etc. Here is an excellent primer on tree ownership and pruning.
