Tree of Heaven

I've been fighting a Tree of Heaven infestation in my back yard (University Hills Neighborhood, SE Denver) and I'm starting to feel that the fight is useless since there are several mature Trees of Heaven in my neighborhood. I'm wondering why they aren't considered a noxious weed since they are classified as an invasive species by the USDA and spread so rapidly.

When I read the Colorado Dept.of Ag section on noxious weeds, it stated that noxious weeds cause environmental or economic damage. To report an aggressive plant like Tree of Heaven, you can email the Colorado Dept. of Ag at steveryder@state.co.us for more information.
