root image to kill tree

We are contemplating putting up a fence where the corner fence post will be right next to a fairly small tree. Will digging a hole and filling it with cement and possible removing some roots in the process damage the tree?

If it is right next to the tree and major roots are disturbed we would expect there to be some stress and dieback on that side of the tree. How wide is the hole do they plan to dig?
What kind of tree is it?
Another thing to think about is how large will that tree grow to be? Over a number of years, shade tree trunks grow quite of bit of girth. Will this be a problem?
