Juniper evergreen sea green

I think my juniper has a form of powdery mildew..I've sent photos of the problem. 1. The leaves are yellowing and crumbling 2. The limb trunk twigs are a bright blue..it over 60..landscapers gave it a bonsai cut..might b the problem..I've used I'm immunox...no chg..vinegar water..still blue..
