Yes, it is possible to safely can ground meat, in a pressure canner of course - but it's not as good of a product as if it was frozen. In other words, in attempting to use the ground beef for common foods such as hamburger, or in such items where it is desirable to have the meat in crumbles, the product is altered. It is really best to just freeze hamburger in a freezer safe container/product.
