Evergreen trees in Michigan

Hi, I'd like to plant an evergreen tree in my front yard. I don't want it to grow past 8-10 feet. I was looking at the

Emerald Green Arborvitae

But was told October isn't a good time to plant it. Is this true? If so, what kind can I plant now?

According to MSU-Extension specialist Dr. Bert Cregg, fall is not the best time to plant any tree in Michigan. Here is his article:
