Problem with pachysandra

These (see photo) are covring many of my pachysandra plants. What are they and how can they be controlled?

The is euonymus scale, a common problem with Japanese pachysandra. Scales are a type of insect with a protective covering. Here is our webpage about it, including management: https://extension.umd.edu/hgic/euonymus-scale-shrubs

Pachysandra can co-exist with low levels of this scale.
