mystery swimming larvae

I spotted this critter from my kayak on Jensen Lake in Lebanon Hills Regional Park last weekend Saturday 9/30. It swam like a snake on the water surface and crawled like a caterpillar over the vegetation. It is about 3 1/2" long and 1/4"-3/8" wide. The pics I have included are screenshots from 2 short videos I made of it. I can send you the videos if you tell me where to send them. Please help me solve this mystery! Thanks
