How can I raise zinias to full bloom 30 days earlier than normal for our area

You will have to start them inside. If you don't have good light they will become leggy and of poor quality. You can also look for varieties that have shorter maturity times. A raised bed area that would warm up earlier in the spring might also be helpful. High tunnel type growing conditions would also help. Here is a link to info about starting seed inside.
