Japanese lilac tree brown leaves

My Japanese lilac is 2 years old. I've noticed brown leaves on it. The leaves are dry.My new neighbors have a fire pit 10 feet away and they have taken down the lattice from the fence which separates our property five feet from the tree . Should I water more? Due to all the rain I haven't as much. Igave some compost in spring and some milorganite in summer. Should I also give it more mulch before winter?

The soil under the lilac should be checked if the weather is hot and dry. If it is dry to a depth of 2 inches the bush needs water. Trees and bushes need about an inch of water every week and if temps are high more water, more often. Water the shrub until the ground freezes in the next month or so. Mulch after the ground freezes.
