Name and control methods for this weed

1) what is the name of this weed? I assume it is of the fox tail grass family. It shows up and grows vigorously in August. Gross to 30 inches tall In shade. How can it be controlled? Are there pre-emergent treatment available ? I assume it is an annual. Is this correct?

This looks like Japanese stiltgrass. You are correct -- it is an annual.
