What is the yellow flower that is tall(ish) blooming now on the sides of the road? I have looked and asked many people. I have gotten different answers. is it a tickseed sunflower.

There are several native wildflowers blooming now. Yes, tickeseed sunflower may be what you are seeing. Goldenrod (there are many species) and wingstem (Verbesina alternifolia) are also in bloom and are about the same heights. Look at their images online, too.
